Troy joined the New South Wales Police Force on the 30th of October 1988 serving until the 26th of March 2011.
Designed and implemented the re-engineering and realignment of the NSW Police Force - the largest and most comprehensive organisational change management in 20 years.
2nd longest serving Minister for Police in NSW history.
As Deputy Premier, Troy was in the State Crisis Centre for the entirety of the Lindt Cafe terrorist siege in 2014. As Minister for Police he was later responsible for adopting & implementing number of the NSW Coroner's recommendations including the NSW Police ‘Shoot-to-Kill’ legislation (Terrorism Legislation Amendment - Police Powers and Parole - Bill 2017)
In addition, Troy and Premier Baird they designed and legislated the strongest terrorism relation laws for arrest after detention and police powers in Australia.
As Justice Minister he secured record funding of $8.1 billion to reduce re-offending and address increases in the prison-bed capacity for NSW Corrective Services including an innovative rapid build prisons model; assistance for domestic violence victims and improved court investment.
Increased the NSW Police Force budget and rebased the budget by over $1 billion including the recruitment of 1500 extra sworn officers.
Oversaw the introduction and rollout of specialist police Domestic Violence Teams and Regional Enforcement Teams; enhanced legislation for rural crime offences and doubled the capacity of the Rural Crime Investigation Teams; significant acquisition of Police Air-wing Fleet both fixed-wing and helicopters and largest renewal and expansion of the marine fleet.
Largest ever funding for the Police Citizens Youth Clubs (PCYCs) including $40 million capital funding in 2018/19.
